On the side of the campaigns page you'll see an account tree for navigation, You can use the account tree to navigate quickly to any campaign or ad group from any page in your account.

After setting up the campaign and ad group, you could click the Ads tab in the Ad Group interface and create you ads. Here you can choose text ads or image ads.
For Image ads, you should choose the appropriate size: 728*90 or 300*250.
